The Chinese Ambassador to Iraq, Mr. Chen Xiaodong, sent a message to comrade Hameed Majid Mousa congratulating him on being re-elected as Secretary of the Central Committee of the Iraqi Communist Party following the successful conclusion of its 8th National Congress in Baghdad (10-13 May 2007).
The message, dated 18th May and published in Iraqi CP's central organ Tareeq Al-Shaab (People's Path) on 22 May 2007, said: "I would like to join you in striving to strengthen the bonds of friendship and cooperation between the Chinese and Iraqi communist parties, that will advance the historic bilateral relations between China and Iraq."

I certainly believe the Iraqi Communist Party is working with the "new" government of Iraq where it is allowing "former" Saddam Baathists to retake control of the Iraqi police, army and government. The government itself is also being constructed with the aid from Iranian operatives who have infiltrated the Shiite Iraqi community.
It should also note that Ayatollah Khomeni visited Iraq before the 1979 Revolution. I certainly believe Saddam and the Baathist Iraqi party allowed Khomeni's presence, and allow him to slip to France and later back to Iran quite similar how Imperial Germany slipped Lenin and his Bolshevik revolutionaries to Czarist Russia in hopes to crush the Czarist regime and keep them out of the war.
In the event with Khomeni and his followers, it would likely suit Saddam to launch a major war against Iran trying to tout how he is "anti-Islamic" in order to receive arms from not just from his friends in the Kremlin, but from those in the West. Would certainly make sense to how Saddam took advantage of that, wouldn't it?
Trev, you might also be well aware that the Iraqi Communists have also started an Iraqi insurgency group and proclaim attacks against U.S. troops. In my belief, I think the Iraqi Communist Party is to be involved in the insurgency.
I mean, their comrades in Vietnam and Cuba seem to be allied with Iran and Syria for goodness shake, and that Russia and China are responsible for arming their sub-Axises.
