"Commerce" is regulated by the "admiralty jurisdiction" of the federal government, not the common-law of liberty of the State governments.
The national government (an "international law" [admiralty jurisdiction] authority) was not established to protect the rights of the citizen (State governments did that), but was created by State governments to represent them collectively in dealing with foreign sovereigns, and yes, regulating commerce BETWEEN THE STATES which were originally autonomous sovereign nations in themselves.
Admiralty jurisdiction of the national government and the common-law of the State governments are incompatible. That is why this "wall of separation" was edrected between the two. Congress was only granted authority over TERRITORIES.
There is no "federal" Americanism.
Policies of insurance are "maritime contracts" subject to "regulation" by the admiralty jurisdiction of the national government, circumventing the "wall of separation".
