Indian Maoists Prepare to Mount "People's War"

Very few in the West realise just how serious India's Maoist insurrection is becoming.

Allegedly supported by China and Pakistan, the insurgency is growing daily in half of India's 29 states.

RANI BODLI, India (Reuters) - All that remains at an outpost on the frontline of India's war on Maoists are charred belongings, dried blood in the dirt and stray dogs scavenging for food and body parts after rebels killed 55 police.


Last week's attack on more than 70 police and tribal militia members at the remote post of Rani Bodli was one of the deadliest in decades and testament to Maoists' military punch as they forge a swathe of liberated territory in Chhattisgarh.

Hundreds of Maoists attacked the post in a pre-dawn raid. Tribal villagers who could have warned of the attack were silent -- either through fear or support for rebels --as the attackers crept up to the base's walls.

The insurgents then bombarded the post with grenades and homemade bombs made from lunchboxes and stormed the post with bayonets and knives.

Chhattisgarh and its southern forests are a stronghold of some 4,000-5,000 Maoists, known as Naxals or Naxalites.

They are part of a national insurgency that Prime Minister Manmohan Singh has said is the biggest internal security threat to India since Independence.

Since starting their rebellion in the eastern district of Naxalbari 40 years ago, the Maoists, now estimated at up to 20,000 fighters nationwide, have spread to nearly half of India's 29 states.

In the last year the rebels have robbed mines of explosives, attacked convoys and targeted village leaders for assassination. But this attack was their most brazen yet.

"They are trying to create their national command centre here," said Ajai Sahni of the Institute for Conflict Management, a New Delhi think-tank. "There want to make this their first liberated zone."

Locals who have visited Maoist camps deep in the forest -- covering 12,000 square km (4,600 square miles) -- say they enjoy power generators, television and DVD players.

Rani Bodli is on the edge of what locals call the "red zone", which begins across a river. The post was built to show police were still in command.

But the attack underscored the region's poor infrastructure and ill-equipped police.

PATNA: The recent killing of JMM MP Sunil Mahato in Jharkhand and 54 policemen in Chattisgarh prove that Maoists are now fully prepared for the "people's war".

The official statement, signed by CPI(Maoist) general secretary Ganapathi and released on February 19, after successful completion of CPI(Maoist) 9th Party Congress, had clearly indicated that Maoists were preparing for big attacks.

The Party Congress, termed as "Unity Congress", was held in January-February, 2007, somewhere in the forest area along Orissa-Jharkhand border.

According to the CPI(Maoist) official press communique, the Unity Congress resolved to advance the people's war throughout the country, further upgrade its Peoples Liberation Guerrilla Army (PLGA) to regular People's Liberation Army (PLA), deepen its mass base and wage a militant mass movement against the "neo-liberal policies of globalisation, liberalisation and privatisation pursued by ruling classes on the dictates of imperialists."

According to the release, the Party Congress, the highest decision-making body of the party, was attended by 100 senior Maoist leaders from 16 states. The conclave re-elected Muppala Lakshman Rao alias Ganapathi as party general secretary.

According to reports reaching here, Ganapathi, while addressing the hardcore Maoist leaders from across the country, had said, "No more hit and run. Now, time has come to spread in the towns, identify specific targets and attack them with precision."

After looking at the latest graphic photos from Iraq I suggest these pictures are lame by comparrison.
If the maoists want to get real they should take note of George Bush's war of liberation.
Freedom and democracy come at a high price regardless of what the cause is called.

The point I make is sometimes people die as a consequence of their beliefs. There is nothing shocking about dead people in India when compared with the carnage in Iraq.
Bush is just another thug like all the rest.

All you are doing is certainly apologizing for these Maoist terrorists. I wonder, why do you "suddenly care" about the Iraqis now when they were under Saddam Hussein?

What kind of propaganda have you been taking? I heard the Communist Party of Cuba promoted this sort of propaganda via with people like Harry Belafonte. Never mind that Cuba is a dictatorship run by Fidel Castro.

I suppose it would be quite ironic that you would call Bush a "thug", but wouldn't mind agreeing with a thug like Fidel or other people like the modern Tokyo Rose-Harry Belafonte.

I have been to Cuba and found it an enchanting country which may well be thanks to the "dictator" fidel. And I do Love those Harry Belafonte songs. But then some suggest it was better when the american political gangsters controlled it with their puppet "dictator"

I get the impression that your world consists of the good guys (America and Israel) and the bad guys (everybody else) I'm afraid life aint that simple in the real world that i live in.
They (the politicians) are all thugs, liars, philanderers,cheats,cowards, greedy and one or two more descriptive phrases that slip my mind at the moment.. I suggest bush is a defacto dictator. I believe america is a two party dictatorship. A fascist state if you wish. You can have the republicians or the democrats. there aint no middle ground. And in my opinion both parties exist for their own wellbeing not the welfare of the citizens.

You totally do not know the concept of what a dictatorship truly looks like. This makes a mockery to every human being who has ever suffered under a dictatorship. Believe me, I know what a dictatorship looks like, and America doesn't fit the profile. But I'm pretty sure once you pro-Soviet types finally come into power, America will eventually become dictatorial since you promote quite the opposite meaning of the U.S. Constitution.

I only have my own experiences to call upon when making my judgements.
America sets itself up as the role model for democracy, but from my observations its anything but.
America is rife with racial bigotry,social injustice,escalating crime on all levels,and a political system that shuts out minority groups unless they be token lapdogs of the ruling elite.
The land of truth, justice and the american way is slowly becomming a police state where the citizens no longer have any privacey from the invasive nature of the state which abuses the rights of the individual in the name of freedom.
Its called the "Patriot Act".
Who would have thought the great land of America would ever sanction torture as a means to obtain their lofty idealistic goals. The country gets more like Nazi Germany every day.
But for all that its still a land of opportunity that enriches more than just the war mongers.

Please steve. Comparing freeing millions of Iraqis from a brutal dictator-Saddam Hussein to what the Maoists are doing in India? How about Saddam's crimes against the Iraqi people or how he trained parts of the insurgency U.S. and coalition troops are now facing? Do you care about the recent chemical chlorine attack against the Iraqi people by insurgents? Or perhaps how about them now using Iraqi children as shields?

I hardly doubt that the Naxalites in India are going to give candy, crayons and other kid stuff to Indian children as what U.S. and coalition troops have done.

Strange as why someone like you would first suggest how much America was allied with Saddam, but then keep him in power along with having the "anti-war" Ramsey Clark being part of his defense team. At the same time, Clark has defended some of the worse tyrants.

Btw, did you know the sort of percent America supported Saddam? Only roughly five percent. The biggie ally Saddam had was Soviet Russia with a wooping roughly to close 70 percent of weapons being sold to him. I guess a small five percent or so and that photo of Donald Rumsfeld shaking Saddam's hand must count more than that 70 percent or so of Soviet arms to Saddam.

You certainly love to play the Nazi card with America but certainly don't really give a damn about the victims of the holocaust either when you do this sort of thing. How about the Soviets can be applied with your Nazi card. WWII was reffered to the Soviets as the "Great Patriot War". Hmm, does that not sound nationalistic? How about the rise of Mao Zedong after Imperial Japan made it quite possible with all the propaganda of posters of Communist Chinese Red Guards? Should your Nazi card apply then when they invaded Tibet and oppressed other minorities?

But alas, America according to you is the "Nazi Great Satan" and the "source" of all the evil of the world. I'm tired of people like you who just love to use libel propaganda at the same time you wouldn't mind keeping in a tyrant like Saddam in power but lecture the U.S. on who supported Saddam. Had a few too many Tui's last night so the head is a tad delicate.

Considering the fact that america saw Saddam as an ally in its covert war against Iran and turned a blind eye to Saddams murderous treatment of much of Iraq's population, I find it ironic America nows fights to free Iraq from the effects of Sadamms tyranny.

The reason I go after people like Dirk and "steve" is to expose them for what they are. They rely on applying Marxist Dialectics (i.e. "scissors" strategy as coined by Anatoliy Golitsyn) to promote disinformation and entrap Western population into the pro-Soviet line, then go around and pretend to be pro-American when they are not.

I go after them to expose them for who they are. Since "steve" admits that Iraq under Bush is worse than Saddam while not accounting for Saddam's atrocities, there's all the exposure I need along with Dirk's lack of compassion for every human being who has to ever suffer under a dictatorship in modern history.

The good things about America are so numerous it would take more space than is available here to articulate them. But to name a few of my favourites. Harley Davidson motorcyles, Classic cars from the sixties,speed week at Utah's Bonneville Salt Flats. Cruising Hollywood Blvrd. good looking Negro Women,Bob Dylan, Emmy Lou Harris.
Some of the bad things include George W,the,Clintons,Fast Food outlets which happen to be the major food source for lower and middle income americans. But having said that my daughter is a dairey farmer who gets her milk from the supermarket. Go figure. The american political system that continues to impose an oligachy on the unsuspecting majority.
Generaly speaking and not meaning to give offence, in my travels i have found the american populus to be rather ignorant of world affairs other than the propaganda which has been feed them by those pulling their levers. Strange but true.
The american war machine is in full production mode and the little people are making big profits for their masters at the expense of their own lives.

Had a great weekend. Went to Masterton and ended up in Wellington. Back home and drinking Ouzo and coke. Better add coke to the list of things I like about america.
